The count is the District's own total: "The tennis courts have striping for a total of 9 pickleball courts." They are lines rather than courts of their own, and the District's other sentence, "Ranchview Park has 6 unlit courts using tennis nets", supplies the lighting answer in one word.
The surface paragraph is what makes this page unusual. "The tennis/pickleball courts have a modular plastic tile system to ensure continuous operation and minimize maintenance. These tennis courts have a history of traditional tennis court color coatings failing prematurely due to the amount of moisture emitted by the roof of the concrete reservoir below."
