When the courts are vacant, yes. The City's 2020 article says "When courts are vacant the public readily takes advantage of them", and adds "free of charge". During City programmes, courts are reserved and an attendant says what is available.
Are the courts lit?
Not stated. The City schedules league play until 9:30 p.m. on winter evenings but never uses the word lights, and this site records lighting only when the operator states it.
