Why this matters here

Municipal park courts are usually free, and this directory almost never says so, because operators almost never write it down. Scottsdale does: "They are free to use" appears on the Cholla, Horizon and Thompson Peak park pages. That single sentence is why this page exists at all, and why Scottsdale is one of only seven cities on this site with any free court, every one of which qualified for exactly the same reason. This is the one Scottsdale filter page that does not carry every venue in the city. Ashler Hills Park's page lists "8 lighted pickleball courts" among the park features and says nothing further, so no sentence about cost exists to cite, and it stays off this page. Most other municipal park courts in this directory, across several hundred courts, carry no stated cost. Almost all of them are free.

What puts a venue on this list

A venue appears here when the operator states that its courts are free. Three of Scottsdale's four published venues do, on their own park pages, in the same words. A public park with no stated price reads "not stated" and stays off this page, which is what has happened to Ashler Hills. One more free venue is absent for a different reason: the City runs a free public drop-in programme on Scottsdale Community College's six lighted courts, and the Census places that address in no incorporated place, so it is not published under Scottsdale.

Are there any charges at all?

None stated. The City says the courts are free to use at the three venues that mention cost, requires no reservation anywhere, and mentions no permit, membership or drop-in fee. What it does impose are rules rather than costs: no amplified sound, and a 30-minute rotation when players are waiting.

Why do so few cities on this site have free courts?

Because almost none of them say so. This directory records a price only when an operator publishes one, and most parks departments publish court counts without ever mentioning cost. Scottsdale and Portland are the two that wrote it down.

Do I still need to bring equipment?

Assume a paddle and balls, yes. The City lists three portable nets at Thompson Peak and says nothing about nets at the other three, so those read "not stated".

Does free mean anyone can play?

It means no charge. Access is a separate question: the City states the courts are for drop-in public use and not reservable, which is as close to an access statement as Scottsdale gives. The /public/ filter does not exist here or in any city on this site, because access_type has no controlled vocabulary yet, a decision recorded as open rather than quietly defaulted.
